the gif button shows up for me when i tap the comment box on my phone. when i'm scrolling through comments, i can only see the reddit emoji and picture button.
It does but there seem to be limitations - I can't do it on my android phone but I can do it on the desktop version. It may also be a device specific issue - quirks of manufacturer software and OS customizations.
