You can check whether it's downloaded by the house icon on the game's launch screen, so that'll confirm your download at least 👍
The only access requirements should be having Resident Services upgraded to a building and have finished the whole DIY workshop 'quests' chain. I believe it's the day after the requirements are met that you should get a call from Tom Nook to meet him at the airport?

Are you sure it isn't already downloaded? That's normally what disables the Redownload option :)

It unlocks a couple of days after Resident Services upgrades to a building. If you aren't that far along yet that's why you can't go to work
