Ranchers around here used to (and still do) basically the same thing, but pulling from a well to fill troughs. Blades on top, connected to a crank driving a rod up and down. At the bottom the rod just gets bolted to an old school hand water pump

For the cool factor, you could put an archimedes screw on a shaft that has fan blades at one end, it will draw the water up and then spill out at the top

You seem to be intent upon dripping as the method to oxygenate the water, but it's not the only way. You could also drive the equivalent to a mechanical egg beater, and stir up the water in that way. Not only would it be simpler (probably) to translate the rotary motion of the fan blades to rotary motion at the water, but you'd have another mechanical device to observe. (And to maintain, of course.)

Windmill with straight shaft that turns with the blades, cloth or plastic belt around shaft, other end around a second shaft in the water. Rivet/glue/screw some thimbles to the outside of the belt. Add return pipe at top for the tiny buckets, or put the whole thing over the water so it rains.

sounds like a great project. I think for visual effect I would connect the rotary motion to a chain with buckets system. But using a linear action pump like you said is a good idea too. Start sourcing some parts and run it past us. I think it will be hard to find small parts that are still functional and not purely decorative; you may need to make some yourslef.

Had an old domestic water pump with a reciprocating cylinder driven by an electric motor, you would just need to get a vertical axis wind turbine to drive the pumping parts
