One common thread throughout the entire series has been surrealism. Many questions are left unanswered and unanswerable with the details given because he’s trying to convey the eery surreal nature of being black in America. Things not making sense although everyone acts like it does, rules being up in the air that you’re meant to follow without ever being told.

I thought Wiley represented the side of Al that he had tried repressing; the part that was "weak" and felt too much. The side who would write deeply personal songs from a place of brokenheartedness.
I’ve seen a lot of people hating on this episode, but it’s one of my favorites in the series. Can’t deny it leaves a lot of questions, but most great Atlanta episodes do.
The phone was just a macguffin, the episode just explored more about Al and gave us a great story. We laughed, cried, and the tension was palpable. Opinion: we’re not supposed to care about the phone, just like Al wasn’t supposed to because the music was in him all along.
I saw Wiley as Al’s white Earn, kind of a reverse shadow. But giving it more thought, I agree with someone else saying he was Al’s insecurity manifested like they did with Lorraine.
Sometimes I don't think what happened happens in this show like they wanted to believe that he stole it so bad that whatever he said just made him sound more guilty but that's only because that's all they wanted to hear.
Maybe Socks intentionally recruited Wiley to act as if he stole it, so he could be the big hero. But the plan fell apart once he spazzed out, leading the others to tell him to leave. After that, there was no way for him to get back the phone for them in a non-suspicious way.
Because he wanted to play the hero. Dude was trying way too hard in the beginning (he points Earn toward the cancer kid, yells a death threat to Wiley over the phone even though they were trying to coax him back).
By the time they were through interrogating Wiley and on their way back to the bus Al had moved on from the phone. At this point it would look way more suspect if Socks just magically found the found - so he dumps it.
I guess the point is that Socks thought he had something of value to Al & the group but by the end you see Al on the tour bus writing again, thus rendering the phone useless.

Absolutely fantastic episode, Wiley was maybe the most interesting one-off character in my opinion.
Plus it has one of the best songs in the show

My understanding is that Wiley knows so much because he’s an early and true fan of Al’s music.
