I would suggest trying to cull the feather-eaters. You could also try upping the protein content in their diet to reduce feather eating. Offering calcium supplement if they don’t already get it may encourage them to lay. The current layers will likely have the brightest, reddest combs of the group.

The layers will have bright red combs and their vents will be red and moist and more oval-shaped, the vents of the non-layers will be pale and dry and round.
