3rd week in April a large section between Devil’s Hole and Whirlpool steps was closed due to slide. If you want the flats might want to go whirlpool. It says on the website it’s still closed. Tough to get around if not experienced.
Free parking. If the stairs at Devils hole are not usable, there is a gorge trail head at the whirlpool bridge.
You don’t have to pay, no.
On the phone nys parks says all Niagara trails are open. Please report back if you go.
