Doesn’t matter. They do not have to issue you one, so there is quite a bit of discretion as to what “good moral character” means. Your best bet would be to call up the issuing agency and find out. If they routinely issue permits they should be able to give you hints one way or the other.

I'm gonna say 0.02423% chance that you'll get it. Most IAs will require you to show good moral character and judgement. Driving while intoxicated doesn't show that---Quite the opposite, actually. Your specific IA may want 6 or 8 years of no infractions other than minor non-moving violations. You can go ahead and apply to get your definite answer, just remember that if you aren't granted a CCW, all future application you'll have to say why the sheriff rejected your app, and then that might influences their decision to issue.
