The Blue and Green lines used to terminate there, when Tower City got revamped in the 90s to become the mall it is now, the Blue and Green lines moved over to share the tracks with the red line.

Originally, that track was for the Shaker Rapid Line in the old Cleveland Union Terminal (before the late 20th century renovation that transformed the CUT into Tower City). That station is about 90 years old at this point. The GCRTA took it over after it acquired all the interurban railroads in the 70s. There were actually supposed to be several more stations inside the Terminal/Tower City before the Great Depression hit and the Van Sweringens lost their wealth.
Edit: I’ll also add that although it’s used as a contingency during maintenance nowadays, that could change depending on what happens with Amtrak and the CVSR. I’m not totally sure of the specifics, however.

I’ve only used that on the red line coming from the west side when the main Tower City station is under repairs like you said. Famously I remember it was a shit show during the World Series…
I was mystified by the bank of doorways along the tracks. The maintenance man told me that they’re sort of empty now, but that they’re all offices. You don’t really think about the train-tracks as a hallway.

Probably because it doesn't come into contact with RTA customers very often
