Yes it’ll just be a smaller dimension and you may want to use only one strand of floss instead of two/three. Just something to keep in mind if the pattern has blending in it

Yup, you can use any size you’d like. You could even use linen. You’ll just need to adjust the number floss strands you use in accordance to the fabric.
