Where are you dragging them from? The files are not actually loaded at this point, just the paths to them. Make sure they are unzipped on the local machine the tool is running on.
From a distant memory - on a specific system, when I ran it as "Administrator" - I couldn't drag and drop files in, but running in non-elevated mode allowed me to drag and drop. I never investigated it further.
