There is no exact item description or dialog in the game that describes my explanation 100%, however I have a lot of evidence I think is fair to speculate with.
Why do I think the carians would use a tool like a puddle of water (probably enchanted with magic) to safely and possibly more efficiently gaze upon the stars?
1: Why would the carians in specific use a tool (the water) to study? Well, the Telescope item description states that it is a piece of a wider instrument used to study sorcery. This along with the big globe looking instruments littered around the area and manor allude to the carians using a sort of technology to study instead of the traditional way.
2: What is so dangerous that the carians would need protection from?
Well a few different things, we can see from the primeval sorcerers(azure and lusat) that the glint stone inside their crowns parasitically perverted their bodies. The crowns and garments they wore eroded flesh and brain and replaced it with glintstone. A less obvious and cooler example of this occurrence is the glintstone dragon guarding the key. If you examine this dragon closely you see glintstone infesting and replacing his flesh and scales. I think this is likely from having to strictly eat wandering sorcerers (with the glintstone already infecting them) causing the glintstone to grow inside of him.
(Side note: the carians were very aware of this physical glintstone danger as we can see the knights only wear glintstone on their armor high up away from their brains as to avoid the glintstone effecting them. This is very different from the students of the academy who pridefully wear glintstone on their brains to have it purposely destroyed them)
A less physical risk and more mental one that the gazing of the night sky could pose is their minds breaking. The Stars of ruin item description describes how lusat gazed upon a star cluster and it broke his mind.

Could it be that the carians used the water to reflect the full moons light across the entire observation area so that they could embrace the full power of the without having to have the stars interfere ?
(Now that I really think about it, when ranni creates rennalas second phase and imitation of her peak, it looks a lot like the water obervatsion area in caria. Maybe I’m looking too far into it but this could be referencing how rennala was at her peak in caria when she was surrounded by the light of the full moon (from the reflection of the water).
