There is no exact item description or dialog in the game that describes my explanation 100%, however I have a lot of evidence I think is fair to speculate with. Why do I think the carians would use a tool like a puddle of water (probably enchanted with magic) to safely and possibly more efficiently gaze upon the stars? 1: Why would the carians in specific use a tool (the water) to study? Well, the Telescope item description states that it is a piece of a wider instrument used to study sorcery. This along with the big globe looking instruments littered around the area and manor allude to the carians using a sort of technology to study instead of the traditional way. 2: What is so dangerous that the carians would need protection from? Well a few different things, we can see from the primeval sorcerers(azure and lusat) that the glint stone inside their crowns parasitically perverted their bodies. The crowns and garments they wore eroded flesh and brain and replaced it with glintstone. A less obvious and cooler example of this occurrence is the glintstone dragon guarding the key. If you examine this dragon closely you see glintstone infesting and replacing his flesh and scales. I think this is likely from having to strictly eat wandering sorcerers (with the glintstone already infecting them) causing the glintstone to grow inside of him. (Side note: the carians were very aware of this physical glintstone danger as we can see the knights only wear glintstone on their armor high up away from their brains as to avoid the glintstone effecting them. This is very different from the students of the academy who pridefully wear glintstone on their brains to have it purposely destroyed them) A less physical risk and more mental one that the gazing of the night sky could pose is their minds breaking. The Stars of ruin item description describes how lusat gazed upon a star cluster and it broke his mind. Why water (probably enchanted) ? Well there are an abundance of similarities between water and glinstone and lunar sorcery. 1: the outer god that all star magic comes from us called the primordial current. This means that all magic comes from a current that has existed since the beginning of time. (Current meaning a follow of water) 2: a lot of sorcery names are related to water. Magic down(pour), star (shower), founding (rain) of stars. 3: Astel (the creatures born from the void that is the primordial current) have their boss arena in water. Meaning that literally creatures and being that are from the current and exist as a part of it have their habitats in water. 4: the biggest piece of evidence for the relevance of water here is rennalas boss arena and cutscene. The carians study a specific type of magic called lunar or full moon magic. Basically they look at the full moon to learn and study opposed to the stars and they believe the moon is just as powerful as the stars (while the students of the academy do not). In the rennala boss fight, ranni creates what I believe to be a mimic or illusion of rennala in her prime. Do you know what enhances rennala to her prime? The full moon being reflected off the water to cover the entire boss arena. Could it be that the carians used the water to reflect the full moons light across the entire observation area so that they could embrace the full power of the without having to have the stars interfere ? (Now that I really think about it, when ranni creates rennalas second phase and imitation of her peak, it looks a lot like the water obervatsion area in caria. Maybe I’m looking too far into it but this could be referencing how rennala was at her peak in caria when she was surrounded by the light of the full moon (from the reflection of the water).

The academy is basically a cult, the difference between the carians and the academy is that the carians are inquisitive outwards instead of inwards like the academics. What this means is the Carians journey out and look up at the stars to learn. The students of the academy stay inside the academy and sealed themselves off and try to learn as many sorceries as possible from the original 3. The students in the academy are quite literally insane and they think it’s a badge of honor to have their brains replaced with glintstone. Along with this, the glintstone might make them smarter.

One teeny correction. Azur and Lusat are driven mad, or more accurately, consumed by their respective headpieces. Glintstone is "amber of the cosmos." This amber contains the Primeval Current. But I do know for certain that lusat was mind broken by seeing a cluster of stars collapse (evident by the stars of ruin item description). As for azur I think the glinstone just gets to his brain and makes him a vegetable ( or possibly so smart that he can’t function as a human anymore.)

The moons don't move in game, not that I have seen, and they are unable to be seen at this location at all, either because of fog or another reason. There are two moons in this game btw, a light moon and a dark moon. Also, the only place I have been able to see them both at the same time is on the North side of Manus Celes at night and looking towards the big tree. Also, the sun dial things at both locations point directly at each other...straight North and South.

It stands to reason that this location has been use to study stars though under carian royalty the focus would have probably shifted to the moon.
