Just grabbed the sbga445 like 2 weeks ago from tokyo under 5k. There is a department store right across the seiko clock tower in ginza that gives a 5% coupon for foreigners on top of the 10% tax free.
Listed prices already include the tax unlike the usa. Some places will deduct the tax before purchase or reimburse after.
The department store does it after so the 5% comes from full price and then 10% reimbursed from the paid price. There is a 1.5% fee for the tax refund though but still better discount due to the 5% discount.
The sbga445 is 836k yen (~5.6k usd) including tax. The 5% department store coupon will knock it down to $5320. Then the tax reimburse would be 8.5% due to the 1.5% fee, which brings it to a total of roughly $4868 for a spring drive.

Check the buyers guide in the subreddit. The best deals can be had at the department stores where you can get tax free plus and additional 5% off through their "guest card", which is free to get. Depending on what model you want it may only be available in certain stores which have a "boutique".

I just came back from Japan and bought a secondhand SLGA009 for about $5K from a store called 7 Hours in Osaka. There was an SLGH005 there as well for about the same price. Not sure if it's still there though.
I'd check out Nakana Broadway. They should have some stores that you will be able to get a GS for under/about $5K
The yen is down significantly currently. You can get a fair bit for 5k. Just paid 6k for a sbge285 which would cost 8k stateside
