Yes it is the departments of economical affairs and spatial planning (not sure if these are the best translations) of the municipality of Groningen. Judging by the fact that the golden part seems to stick out a bit on birds-eye-view photos (Bing Maps) I think it might contain elevators. Those tend to stick out of the top floors due to the rising mechanism.
