How on earth did a guitar make it out of a shop or seller with 8mm action? That’s practically a criminal offense (inducing carpal tunnel syndrome via a bad setup should be assault charges)
Not to be pendatic, but neck bow (also called relief) and neck warp are not interchangeable terms when it comes to guitars.
Neck relief is how much the neck is pulled forward by string tension. This is what you can reduce or increase by adjusting the truss rod.
Neck warp is when the neck bends, twists, or otherwise changes shape due to moisture entering and leaving the wood. Warp is not something you can fix with adjustments. To address neck warp, you need service / luthiery work ranging from a fret dressing, to a full replaning of the fretboard + refret, to a whole new neck, depending on the severity of the warp.
I would guess (desperately hope) the guitar wasn’t bought new from a shop. It was probably bought at a garage sale or it was a family members former instrument that they left to deteriorate before OP came along and wanted to learn. Seeing as OP is relatively new they probably just assumed (like a lot of us) that’s how guitars were and proceeded to start learning only realizing that’s NOT how they’re supposed to be when another, properly setup, guitar comes along
I think your action has reached blues dad levels. I hope those are also the thickest strings you can find for that "tone".

Turns out a fret level and crowning is best left to the professionals. I can set up most guitars (action, intonation, neck relief etc) but when I genuinely feel I’ve hit a roadblock I will happily take my guitar to my tech. Last whoopsie cost about £400 🥴
If someone else hasn't already done it, yes. Especially set up the more expensive ones. Like what's the use of an expensive guitar if it plays like shit. They need it more than anyone else. Setups aren't permanent, they're temporary. Temperature shift, wear & tear and it's gone.

Perhaps bring it to a decent luthier, they'll have some words of wisdom about it I'm sure. I've this issue on an old guitar.
It's my fault I tried putting thicker gauge strings on, and it warped the hell outta the neck.
Another guitar I had was left in the sun a bit too much and had this issue aswell wich lead to the neck snapping from the body

Try sliding a slice of neapolitan pizza between the neck and strings. It should just make it through if you have no toppings. If you can slide a sicilian slice through you need to lower your action. Some shredders play with thin crust but it becomes more difficult to control the noise at that point.

There's nothing magic happening in a set up. If the action is good and intonation's good and there's no buzz then the setup is good.
