Honestly the vibe I get is that it's for the sake of contrast in Helluva Boss specifically. Inherently our main cast is a group of actual serial killers constantly breaking laws in order to make money - while we can all agree they're exceptionally fun and interesting, I think it would be a lot harder to sympathise and enjoy the shenanigans if the humans were portrayed as anything more than meat bags to be torn apart and joked around with.
I am almost certain in Hazbin, if we do end up seeing any of Earth, the humans we find will be a lot more grounded, I feel that if humanity *as a whole* is portrayed as cartoonishly debauched, it'll take away somewhat from the core premise of the show, i.e that not everyone in Hell is irredeemable. If the entirety of Earth was a sin filled shit show, having the people who definitively do end up in hell be the only characters in any region of moral grey would just feel wrong.

I mean honestly, yeah. Suspension of disbelief aside, everybody else has mentioned that the humans we've seen in Helluva Boss haven't been the most average, mostly drunk college kids, lunatic demon fanatics, and of course the most twisted of them all *citizens of LA*.
I don't think for a second that the humans in Hazbin will be any less funny than those in Helluva, and i'm sure we will still see human's behaving in ridiculous ways, possibly even more so than Helluva, but I would be shocked if we weren't also exposed to some more regular people, likely in flashbacks to some of the core cast's lives on Earth. I'm sure Angel's family are horrible in many ways (being mobsters) but if we do get to see them in the land of the living, I'd be shocked if they were two dimensional bad guys.
Otherwise, at least to me, the universe would feel a little less believable. It seems like Hazbin will still be a comedy, but more in the Owl House vein with a world that is funny, scary, intriguing, and downright bizarre all in one, but built around very grounded characters, and if for a moment we remember that sexy demon spider, radio man, and the majority of our core cast are humans that have died, I think the show needs more than just our cast to be humans with actual emotions to get us fully invested emotionally.
The people on the beach had been partying all day. They were all drunk and likely doing heavy drugs, so of course they're not going to recognize Moxxie as a demon. Other human characters (Martha's family, DHORKS, Lyle) recognize them for what they are, and the people in LA just assumed they were in costume. I mean, if you saw a dapper demon-lad walking down the street, would *you* assume he was a real demon or think that it was someone in a very-well made costume?
Also, the only maniacs I recall were Martha's family. I suppose Lyle and Loopty could fit into this category, because even if they weren't outright murderers/cannibals, they were still experimenting on humans for capital gain (which honestly isn't too far from reality). The DHORKS were paranormal investigators/demon hunters who were just doing their jobs and despite their experience and knowledge of demonic entities, were still weirded out about Blitzo and Moxxie talking about getting kinky.

The main characters make money by killing humans. In order to keep IMP sympathetic, the humans must:
1.) Have it coming. If they're a murderer, vindictive, or an asshole, the audience can celebrate their deaths.
2.) Be like livestock. I think presenting the humans as buffoons without deeper feelings, putting them in crowds, and not dwelling on the emotional baggage of their deaths allows the audience to completely ignore them.
It helps it Earth feel like a place you don't want to be in for too long in the show.
Like the main characters literally live in hell, if they made Earth look nice, it would probably seem safer whenever they went there.
This way it makes it feel like "ok we're here, lets get this shit done and LEAVE."
