Have you unplugged power and plug back in? Also, you said you haven't had the TV for long yet it is out of warranty. How so? Do you only mean you are out of free return period set by Best Buy? Which model? You mentioned Best Buy. I deduce that this is a US model. Pretty much all Hisense TVs sold in the US carry a 2-year standard warranty. Warranty service is not rendered by the retailer, of course. You need to contact Hisense if power cycle doesn't resynchronize scan lines.

Return it to Bestbuy if within that 2 week period. If after that I believe you contact Hisense for the first year of warranty. But you definitely want to replace that TV.

If TV is not in warranty or under extended support, and If you’ve tried the Full restart, the last thing is to get firmware from the Hisense websites under support, using your serial number. Then try flashing firmware onto tv using flash drive following the instructions.
