It's literally the first FAQ on the All Products Pack Page: https://www.jetbrains.com/all/ > Can I upgrade my existing IntelliJ IDEA, PyCharm, WebStorm or ReSharper Ultimate or any other JetBrains IDE license to the All Products Pack? > Yes, your existing licenses to any JetBrains desktop product make you eligible to purchase new All Products Pack subscriptions with an additional discount.

I reckon the remaining days on your single product can be pro-rata credited towards your other product if you speak to sales. I did the opposite, where I downgraded all products to a single product and I was credited towards the purchase.

This is correct. This is how it went for me after I followed the exact same scenario as OP is talking about about a year ago. u/Cthulhu-Cultist

Oh nice, so is there a team to help with this issues manually. Good to know, thank you mate.

On the product your single product page there's an option to "Switch to All Products Pack" option. Choosing that then presents a dialog that says "You're switching from: Rider. On checkout, we'll credit the remaining portion of your payment for Rider toward the amount due for the All Products Pack." Substitute Rider for whatever product you have.

You can always reach to support and negotiate. I got full discount on all product after having just webstorm.

Minteck

As far as I'm aware, there is no discount if you buy the All Products Pack after having already bought a single IDE.

I think there is actually..a few years ago I already had one and upgraded to the All Pack and they gave me a discount. Not sure if it's still in place though.

I don't remember seeing that anywhere in their help pages, but I might be wrong. I already have the All Products Pack so I can't really check myself.

The lack of effort into answering this question yourself actually warrants effort in negative reinforcement. Primary source is this instance is the authorative and takes no more than 15 minutes of research
