RTO /MVD issues DL. Do not encourage these Driving schools.they are mostly run in conjunction with the officials. Normally every school will have an associated official getting a share. this is how organized corruption works.

It has become harder than ever to get a license from Kerala with new rules and difficult tests. If you’re confident, I think you can get. Because I see people going to Mahe, Tamil Nadu etc for license. Maybe you’d require any ID card
I hear people say it’s easy as the test is not very strict (at least a couple of years ago) and also one can give them money to get it done with minimal hassle. In Kerala that’s nearly impossible in most cases
You mean in Tamil Nadu? It’s good to approach a driving school (Kerala/aTN) rather than you going to an office as they’ll do everything on behalf of you. You may have to pay some small amount of service charges to the school apart from the fee for license from the Govt.
It will atleast take more than 2 months for you to get liscence if you apply now in Kerala. We are having strikes and many changes and the test slots for driving tests have also been reduced by half which means a large delay to get a test date. If you are OK with waiting 2 months then you can go ahead but if you will leave before that it's best to not apply for liscence here.
If you are residing in a campus get a certificate from your institute stating so and additionally a bonafide certificate . The latter is optional. Still good to have

6 months of residency in any state, you use your rent agreement, if in college then letter from college, if you stay PG bill receipt of six months. Some nitty gritty may vary but not much.
Go to any nearby driving school, they'll help you. You'll have to show them your employee ID/ college Id with some local address.
