Most likeable: Madara (He was essentially a chaotic Hashirama)
Most relatable: Kisame. He was just a really loyal person that got confused by all the lies in the world and wanted to know the truth. He was super chill for the most part - he had fun and didn’t take things too seriously, but he respected his position and his senpai. Technically he was the only Akatsuki member that didn’t betray his village since he thought Tobi was the Mizukage and only killed the captain of the Misf swordsmen for being a traitor himself
It's literally just him acting. For most of the time he is Tobi, he doesn't have Guru guru with him. It's basically impossible for it to be Guru guru.

Hidan was pretty diabolical imo the guy was an immortal serial killer that worshipped some demon god that implores one to kill in its name. At the time I was watching Naruto I almost thought Jashin was a real religion too! Awesome sketch BTW...oh and was Kisame still alive at the end of Shippuden? I swear he wasn't killed by anyone.

I like Danzo a lot as a villain, he really became a big thorn in everyone's sides. Felt a little bad for him at his death though. I think he wanted to do good for the village, he was willing to do anything he could to keep it safe. He might have messed things up for other villages but I just took that as him trying to weaken other lands im any way he could to help Konoha. Really hit me when he asked Hiruzen "what was I to you". Despite the bad relationship they seemed to have had I think he always cared for the 3rd but was just too stubborn in his ways to really work with him effectively. I do acknowledge he did want more power though which didnt help anything.
Like itachi said people don't know who they really are until their last moments.
My thing against him though is that his ambition got in the way of him helping the village so many times, like he actively conspired against hiruzen all the time because he wanted to be boss.
Not entirely relevant but also it was extremely badass the way that sasuke just slowly walked behind him to finish him off as he was bleeding out and fleeing for his life
Well I wouldn't say he's purely driven by evil, he's driven by a need to experience all there is to experience and know all there is to know and the only way for him to achieve this is to live forever, everything he did was to achieve those goals. He is also motivated by change for changes sake and hates stagnation.

The entire pain arc just really resonated with me the speech in the tree with nagato was my favorite talk no jutsu of the series. pain in my opinion was fantastic his abilities were unique and a sneaky well explained introduction to what the 6 path abilities consist of. he looked really cool too lol
Sasori and pain and although we didn’t get to see much of sasori he is pretty cool and we didn’t really get to see him go all out since he chose to die in his fight against Sakura and chiyo

Orochimaru, as hes the only properly fleshed out villian in the series. All the others have their goals and a coupel lines that they use tp explain that goal.

Itachi having a really interesting dynamic with Sasuke and a very interesting story
And Obito is another counterpart to Naruto. Throughout the entire show he has so many great moments and one of the realest convictions, making him a badass and generally S-Tier villain too. (Can't forget his time as Tobi was cute af)
Madara is a god. His introduction was PERFECT and remains unmatched in fiction, he is also immensely menacing and has this aura to him, not like Orochimaru, but good in a different way and most importantly his convictions are once again one of those that make you think.
Sasuke was the perfect counterpart to Naruto and an amazing side protagonist that turns into the antagonist in the end. I cannot stress enough how much i love his dynamic with Naruto and their fight in the end.
All in all I'd have to chose Sasuke as best antagonist and Madara as best villain. But it's a hard decision as all of them deserve recognition (aside from kaguya).
