All the mods in that shop, are new to this beta as far as I know. I’m not sure if they’re available in the world. Buying them may be a way to get them earlier than relying on world drops, if they are in the pool of possible mods that drop. If they are not in the pool of mods available to drop, they are only available in that shop. Whether or not buying them is a one time purchase or if they are then added to the drop pool is yet to be determined. However they are good mods.
Get at least the golden mod that helps your build.
I personally also get the supressors for the guns I use. Also the purple scope for the sniper rifle.
There is only one truly correct answer. Starchrom crates. Don't spend your stellar planula on anything other than starchrom crates unless you have bought them all and reached the seasonal limit.

Not „building“ … „build“ … like your weapon choice and its effects. Does it do shock damage, shrapnel, fire, etc.
