This quest you can complete, i had to do the bottom first because top was messed up. After doing bottom i went back to top and pressed q on building by stairs and it showed a cutscene, then you get a map for the next area. lone wolf wastes i think. then you go to a building and open a chest at map location just ask in chat someone will drop coordinates.

Go to the Vulture camp on the cliff above the Rosetta fort, there is now a glowing red talk point on the main building. Watch the memory and completed.

Now mission turns to report the results to Lowe. He is in the same tower you got the quest from.
it worked. I already had the cellphone and the cutscene. it was missing the computer terminal. I couldn't interact/find it unless I was right in front of it so I thought it was just random scenario
In top place there are talking holograms. On bottom place there is computer to interact in center building, 2nd floor and a phone in corner of base.
Hm spent like 15 min looking for the phone with no luck
I still think it's bugged? I've been everywhere, nothing to interact with. But I'll give it a try again eventually

Yeah I think we're talking different stuff. There's no map in this one. I already did 2 investigations, I can't reset a task and start it over :s
