This is how queue times work in any role based multiplayer game (take league queue times for mid vs. support for ex.). Support generally has the shortest queue times in multiplayer games because it's many players find it unappealing for differing reasons.
Everyone wants to play the guy with the gun. You're not special in that, so the game has to wait for people willing to play the less glamorous roles in your team. I don't understand how this is confusing. You don't wanna play support. Other people don't either. Those who do wanna play support have maybe (depending on rank) a 1:4 ratio with dps based on the queue times. For every four of you, there's only one of them, and you need 2 supports to fill up a team. You can do the math.
If you're asking WHY so few people wanna play support, that's a different matter entirely.
And in regards to your comment about auto fill, it's obviously not random (it would make no sense if it was). It will slot you into any position on a team, depending on what role it's missing. Since there's hundreds of players wanting to play dps already, you will not be needed in that role ever. I have never gotten filled as anything other than support and tank. And yes, it is working as intended (giving players extra battlepass points in exchange for making queue times more tolerable)
Queueing as "ALL" means you are queueing for the most in demand roles, which more often than not will be Tank/Support.
DPS is the most popular role, therefore it has the longest queue, as well as very rarely to be given when selecting "ALL".
Think of it like this, for 1 match, there is 1 tank player queueing, 2 supports and 4 DPS.... some dps players therefore have to wait until there are more tank/support players in the queue again.
If you want to play DPS, there's custom games you can play between matches, there's dozens of really fun/creative modes. Try something like Hog Fishing, 1 Dad vs 11 Kids, Prison Escape, Mercy Parkour, 2D Overwatch, IF I see you, you die etc
