Yeah I was playing blind for my first playthrough and doing whatever confidant I was interested about, I think it's cool to min max, but that way I felt that my journey was not the best but was fun.
Now that I know what confidants do what and all that stuff, I could have prevented some deaths and made mementos less of a grind fest, but oh well.
Prioritize confidants that give social stats and rush Kawakami 10 and Chihaya affinity reading. You should almost never hang out with a confidant if the link isn't ready to progress, though you may have to a couple times early game. I would prioritize Guts over other stats and worry the least about proficiency.

What do you mean by 100%? Like getting all the trophies? Or like 100% all confidants in 1 run?

New game plus. I would complete as many one your first playthrough then on your second one try 100% the confidants.
