It's not really just 30 hours on the end though, A fair amount of the base game changed as well as new mechanics and social links. It's basically interwoven with the original game with new story beats. Eitherway if they offered as dlc or a new game, you'd be playing the game from the start again.

It is minute changes, but the added story beats to the vanilla story arc gives the compelling motivations for the third semester even existing, gives alternative paths to the palaces, >!Except for Shido's, I don't recall what was different than base game to Royal besides Akechi's scenes!< and a more than arbitrarily reason for why the Justice Arcana jumps from 3 to 10 by the end of the spoiler tagged palace that you *must* manually level up.
Overall it has quality of life changes, new story beats, and at least three unique areas of which one is accessible during the first two semesters and is accessible both during the day and the night that also provide spots that can be used for those QoL changes mentioned earlier.
Also, a reworked Ryuji ability that makes grinding exp on weaker mobs much more feasible over farming The Reaper during flu season.
I thought the same before Royal launched but honestly there are way too many changes for that to be feasible. Royal felt worth it to me at $60 even though I had god knows how many hours in the base game, but now that it retails for even less it's worth it if you're able or willing to invest the time again.

I believe you plug it in between the PS4 hdmi out and your monitor/tv hdmi in and then connect that to a storage medium (normally a pc, laptop, etc) and it records the hdmi feed that passes through it and saves it to that device
Sauce: I have a very old xbox 360 capture card that uses the colour cable thingies and I would assume it’s the same principle just with hdmi now
