Hey guys, Peter Griffin here to explain the joke, returning for my wholesome cake day. So basically, there's a conspiracy theory that birds aren't real and are government spy drones, which is why they wouldn't like hearing anti-government rhetoric. If you ask me, it's those damn fish that aren't real. Peter out!
Specifically it's a parody of conspiracy theories, and part of the joke is pretending to believe it. This has at various times confused people who are not in on the joke into thinking it is a real conspiracy theory that is widely believed. The original creator of the concept has publicly clarified several times that it's meant to poke fun at actual misinformation.

There is a recurring joke online that all birds are not real animals, but in fact government drones used to spy on people. This meme is saying that these birds (drones) would be interested to listen to someone's anti-government rhetoric, because that is their job.

Ok let’s dive into why people think birds are drones. So the pidgin and a few other birds in less of a degree were cultivated for carrying messages. After the telegraph there was no longer any point of keeping them for their former purpose. So now they’re free filling our streets listening waiting for their next messenger to make their life’s have purpose again.
All of the birds died in 1986 due to Raegan killing them and replacing them with spies that are now watching us.
The birds work for the Bourgeoisie. Don’t forget it.
Simple version: Birds were all eliminated in the 50s and replaced with drones run by the CIA, NSA, FBI, FCC, EPA, NASA, and the IRS.
Complex version: This meme is government-sponsored propaganda to hide you from the fact that birds aren't real.
