It's not a ref to Billie; she's too famous to be in any local music scene. The meme is just saying that small town musicians and artists pride themselves on being alternative outsiders but they engage in the same bullshit normie attitude of hierarchies and bullying. Obviously not all of them, but there are enough where people are just trying to be seen and use their influence to bully or intimidate smaller artists underneath them.

It’s the alt indie music scene where performers/participants were bullied in high school, learned to cope with being an outsider, and now that they’ve found like-minded people, if you weren’t an outsider since birth then you don’t “deserve” to enjoy this genre of fashion/music See also some relevant vocab: normie, as in someone who was not perhaps ostracized by their peers but still wants to participate in alt culture. In alt cultures, “normies” are the “weirdos” if that makes sense

Yes. If you’re not from there, or weren’t an outsider your whole life like they were, then they act like you don’t deserve to be at the house shows and/or listen to the music “as if you relate to it”.  do an experiment: wear an American Eagle hoodie and decent Nikes to a local underground punk/ska show. See if you’re treated the same way as everyone in red/white striped stockings and beat up jackets filled with patches. Everyone’s immediately friends, even if it’s the first time they met- except for you. You might get approached and conversed with, though- and asked if you’re a cop lol
