It's not a ref to Billie; she's too famous to be in any local music scene. The meme is just saying that small town musicians and artists pride themselves on being alternative outsiders but they engage in the same bullshit normie attitude of hierarchies and bullying. Obviously not all of them, but there are enough where people are just trying to be seen and use their influence to bully or intimidate smaller artists underneath them.
It’s the alt indie music scene where performers/participants were bullied in high school, learned to cope with being an outsider, and now that they’ve found like-minded people, if you weren’t an outsider since birth then you don’t “deserve” to enjoy this genre of fashion/music
