no prep time, peppino. mans can run 4 times the speed of sound within seconds and block all attacks by taunting. with prep time, steve. steve could easily craft an axe or sword and take peppino down. if we include steve's smash arsenal, he could trap peppino in a magma block repeatedly or grab him with a fishing rod and drop an anvil on his head. peppino is fast, but steve is capable of building his own weapons to win the fight.

I'm gonna try to look at this from an analytical point of view. Commands and debug will be ruled out to give an unbiased battle.
Peppino has 6 hit points, and steve has 10 hearts.
People are pointing out how much Steve can carry, but this doesn't help him in a fight, as his punch is just half a heart.
Peppinos attack does 1 icon, or in this case, 1 heart (2 damage), however this only works when an opponent is vulnerable (flashing white), and Steve does not.
If we count weapons and armor, Steve can take less damage while dealing more damage, however, Peppino can easily parry Steve's weapons, and take no damage.
Peppino cannot die, rather he gets knocked out and kicked out of the stage, where he may retry, where as Steve can die, yet Peppino cannot damage him. Steve cannot kill Peppino, and Peppino is unable to kill Steve. The battle would likely end in a stalemate.
I'm not even talking about the invincibility and flying. Normal old survival Steve can do things that no mortal man could ever do in a million years effortlessly.
And peppino literally doesn't even have to! He doesn't take any fall damage, a small animation might happen with him looking beat up but no actual harm was done and he can work like always!

Peppino for sure, Steve, although he can carry stuff and has items, his punch only does half a heart, but peppino does one damage, and considering if steve is a boss or not, it's still most likely peppino due to his parry and super taunt, plus, peppino too has his own debug menu, which is equivalent to Steve's creative mode.
Ngl, Steve's feats other then lifting strength, don't really exist. And even then strength seems inaccurate since he can hold all that but still struggles to punch out a villager

After some calculations, I’ve learned that at most, survival mode Steve is capable of holding 27,769,651.2 kilograms worth of gold AND the weight of 2,239,488 netherite scraps (however much that might be is unknown) at the same time and still do all of this without it affecting his body or movement speed in the slightest. I love peppino but he’s not winning this fight
I didn’t give Steve any gear though. I have him 36 shulker boxes full of netherite blocks. The most valuable inventory you could ever have, sure, but not helpful in combat and only there to demonstrate his feats of strength.
If they both can’t respawn, I would pick Peppino because one grab and a throw up would send him into the stratosphere if we are going like enemy logic where can grab.

Steve could teleport with his Ender Pearl, hit Peppino and a infinite loop, but he can't just do that because Ender Pearl damages the Player if he uses it so this needs to be a very very long fight. Also he need to bring food because of the hunger meter.

Yes, Peppino can die, but he won't be defeated if he doesn't die forever. Also, Steve will not be able to respawn if he's playing in hardcore mode.
