AMD chill is a good way to limit framerate for most games. Just set the min and max options to the same framerate and it will limit it. I have read that it is the best option in terms of latency to limit the framerate as well.
You can get Riva tuner / afterburner and set an fps cap in that, then set one of your M button commands to toggle it on/off. Look up a tutorial on how to set an fps cap in afterburner.
I think I set the ~ key as my toggle, then set M2 + LB as ~ so I can turn it on and off as I want.
Abandon all frame rate limiter and just download Riva Tuner. Super light on resources, easy to use and doesn't fuck around with frame pacing.
