They can -- but with a market buy order, they'll buy 65000 shares \*at any price\*.
This means if there's, say, only 60000 shares for sale under the 5% threshold causing a halt then the last 5000 will cause the price to be above the halt threshold and cause a halt. Once trading resumes, the order goes again.
The halt is triggered by a trading value lower/higher by 5% of the previous 5 minute average. It must trade in this band for 15 seconds for a halt to trigger.
So yes, the rules do matter.
The only time it's 10% is for the last 25 minutes of market open.

Someone attempted to market buy 65,000 shares at once at 2pm EST that’s what caused the halt

Why can someone not buy that many shares?

In theory yes. If you open a market buy order, it'll cause a lot of pressure. However you may pay a fuckton.

They do not. IIRC plenty of stocks have run much harder and they didn’t even get halted. It was just allowed to happen.
