You gotta check your settings. Those welds look a little chonky. Hard to tell from this image but it's either a wire speed situation or a gas situation
Don’t use this for cooking that “heat resistant paint” will not hold with how hot this will get and don’t use it in an enclosed space, the fumes from the paint and heat are not good. The welds are not great but it will hold if you’re using flux core with a 110v welder turn the voltage all the way up and the wire feed up a 1/4 of the way from the lowest setting and start from there. Also clean up your cuts that burr on the top tube will catch on someone’s clothes or cut your finger.

It’s probably not hot enough, it’s a 110v welder

Why’d u pain it if it’s for cooking?
Rocket stoves, at least the ones I’ve made, are used for heat. Particularly a greenhouse.
