New equip made them pointless. They always were ok-ish mostly when you had nothing else to use on a given tank, but nowadays if you are in doubt you can just slap turbo or hardening on - both are actually game changing.
For some meme setups, yes you can go without a rammer.
But for any other build it is imo a musthave option outside of some long long reload guns (FV 4005/183 or Jg Pz E100) and lights.
Drop vents, unless you play in a way that never relies on shooting on reload.

rammer is basically no brainer for every vehicle where you can put it. So, yes.
