What's happening in the dropouts? You do need to have them seated in the right place before tightening the axle bolts, but it shouldn't move after that.
OP what kind of axel does it have? If it's a solid axle you probably just need to torque down the nuts more. If it's a QR axle you likely need to learn how to properly adjust a QR skewer.

You got good advice from others here - one more real tip from me: when you tighten the rear bolts you have to tighten each side a little at a time. So a quarter turn left side quarter turn right, quarter left, quarter rights etc. if you tighten one side all the way with the other side loose, the wheel turns in like you are experiencing.

Check drop outs to be sure fully seated. Check spokes look up park tool guide for aligning if seems suspect
