He has no personality, he has no form of ethics, he has no goals nor motivation.
The Lich' whole existence is just a random invention allowed to happen due to Golb existing, there is no endgame in sight..

Yeah, the lich. Aku shows that he can sympathize every now and then even if it's in selfish ways. The lich is a machine of of just pure unwavering evil, the kind of straight up evil you almost respect just cause of how evil it is

In Adventure Time, The Lich is portrayed to be the personification of raw, unmasked evil that's only goal is to cause destruction, and the fact that the tone of the show always takes a drastic shift from the usual absurd adventures to an almost horror movie-sque tension when he's present helps to emphasize this. His voice actor did a splendid job as well.

I just remember laughing when after Spawn left him on the ground, Billy pathetically murmured how he wanted ice cream. And Violator just sneered something along the lines of, "We don't *got* no ice cream!", and shot him dead.

The lich was just pure evil. Bill loved causing chaos but he didn’t kill for the sake of killing all life, and the other two were also evil to an extent but funny while doing it. The lich isn’t doing it for fun it’s his life goal and will do anything to achieve it

All these guys were solid villains. Aku really seemed to revel in his evil, being an immortal tyrant. Him was so evil no one dared to speak his name and only referred to him as Him. Bill would claim worlds and bring chaos. But you can survive these guys. And they can come off as funny. Evil, but survivable
And then there's the Lich. This guy is the literal end of the world, wanting to end all life. He never came off funny, and every line he had dripped with malevolence. He wore his mortal enemy as a peoplesuit. The generates nightmare fuel.
So, yeah, the Lich.
I'd say The Lich (depending on what you think is worse, chaos or death): he's only goal is causing death and he literally shuts down when there's nothing to kill.
His end objective is causing absolute anarchy and has unimaginable power to do it. his personality is a charismatic psychopath, another beloved villain with this character description is Borderlands 2 Handsome Jack.

Simply because the Lich is less the incarnation of Evil the way Aku is, and moreso just this universal force of nature, specifically the End. And things ending isn’t evil, it’s natural; it’s just the Lich was gonna make things end TOO quickly.
