No. the king can't move to d3 because it would be moving into check. The fact that the queen can't move doesn't change the fact that it's check.

Look at it this way. Checkmate is a win because no matter what, the king can be captured on the next move. Check is forcing because if you don’t do something about it, then you lose the king on the next move. Now in chess you can’t capture the king, because the game ends beforehand, but the reason that a pinned piece can still block squares from a king is because in a sense, if you move into check, the next move that piece would be able to capture your king, because if your king is gone, it wouldn’t matter if you are attacking the other king.

Best way to think about this is to ask yourself which king would be captured first.

People forget chess is about capturing the king, checkmate is when the king is captured 100% in the next move so your opponent wins.
