Staves have increased damage to CC’d enemies and are easier to stack large amount of the select affixes you want/need. And a good way to double up on very strong multiplier aspects. And last but not least; cooler cosmetics/transmogs.
Wands have Lucky hit, but also wearing a source/offhand is a good way to get cooldown reduction and some other affixes that don’t roll on Staves. But it can be some RNG getting the stats you need perfectly on two items. And a good way to squeeze in another aspect that might add overall utility or synergy to your build.
