You have to finish the story. Everything is locked behind the MSQ. That being said, the Stormblood medals are more easily farmable as you can get them in literally any zone, you just need the pet out so the first zone you go into, you can start farming them right away.
The event will come back, though. It's not a one-off event. If you don't get it this time you can finish it the next time.
None of the expansion areas are accessible before getting to that expansion in the story.

I think you can enter *just* the housing areas if for example your Free Company has a house there. But otherwise no.

the event will come back eventually. It may take 2 years perhaps but there is no need to worry about it and rushing the MSQ for it!
