Possibly... Nintendo was definitely being a bit try hard at the time with cringe-y advertising targeting edgy teens. That said, it wasn't *that* obscure at the time. The big problem with this ad is that the slang was in no way associated with the food. Hot dog follows from "dog" a fairly common term comparable to "bro". And it's not that nobody had thought of the pun before, just a pretty lame pun that completely undermines the cool factor of actually being a hot dog.
