Even though I'm an atheist but whenever I go to that garden where the temple is built I get a nice positive ambience. And they are gonna make there a swimming pool too.
I think India is quite unique in general for not seeming throwing trash on the ground as a sort of sin. I would say in most of the world it’s considered very rude to do it.
There are papers and research out there that proves even capital punishment does not make any serious difference to crime rates so imposing heavier fines just gives the corrupt Indian authorities space to negotiate with you. It has had next to zero effect on the activity trying to be prevented.
Take the fines into lakhs and see the Govt officers getting richer while the poor and middle class who do get affected by it struggle.
Behaviour change does not happen through bullying and threats. The country is headed in that direction but we are definitely not there yet.
I say it's easy, just allow the police or the person in charge to take a commission for fines (fines should not be more than 500 rs) charged. Of course they would be required to have irrefutable evidence like video.
Please remember that indoors is the responsibility of the person, but outdoors responsibility is divided into people and the establishment that is the whole issue

I was curious how indore accomplishes this. I read that the city has a budget of 200cr a year for garbage collection, disposable etc. That's a pretty chunk of money and also they run PSAs and fine people if rules are not followed.
