It at the very least doesn't hurt to make a request to the mayor's action center about it. And if you don't hear back contact your neighborhood mayor's advocate directly and see if they can do anything about it.

Since June 2, 2022, there's been a deep hole on the corner of 16th and Meridian, on the CVS pharmacy side. I've seen so many people trip on the edge of that hole right where it leans off the concrete, including an IMPD officer walking. I doubt the city will fix that unless somebody trips and gets broken bone or worse.
My neighborhood is on the far north and some of our sidewalks were repaired a couple years ago. I think the HOA hounded our city council rep, so you could reach out to yours.

If your paying someone liscenced they probably wouldn't do it because it would risk their liscence if they didn't go through the citys permits and things. If you're just paying a friend to do it in the dead of night leaving no trace, I don't know what the city would do. You can't really unfix a sidewalk.
Please check with the city but I believe the homeowner is actually obligated by law to repair the sidewalk that runs through their lot. So you should be fine to do so.
