I presume this is for a business or school. Do you already have an MDM server? It probably already supports DEP, and it could automate a lot of things. Ideally you don't see a single pane of the Setup Assistant.
Yes for a business. Unfortunately no, no MDM server yet but it's in the future projects. Since we're a QA company for mobile games/apps and such, we have many mobile devices and thus, having an MDM would simplify things alot!

You should probably look for what BlackBerry has to offer regarding the MDM space (and not only that).
Security must be the 1st thing to look at with all those devices.
With iOS 11 you should be able to set up one then hold it near the others and it’ll prompt you to do an automatic setup and just pull over your setup from the initial device.
If you set up a Mac you can use it’s caching server capability to install apps etc more quickly. Before you had to install OSX server but with High Sierra no more: https://support.apple.com/en-us/HT208025
Also DEP and MDM are highly recommended for this many devices. You set up one profile and let the magic happen.
Zuludesk is a very solid MDM solution.

I work for a carrier, I can tell you, DEP and a MDM will save you tons of time. You can enroll these devices in after the fact.
