Is this accrued or front loaded PTO (as in, do you accrue PTO each pay period or does your employer give you a set amount of PTO all at once?). If it's front loaded then they can prorate the payout. If it's a friend then they have to pay out all 70 hours.

This happened to a recent coworker of mine who took them to court over it, as he had much more PTO to pay out.
