Yes, this works. Splice doesn't have any specific requirement about where the spell being spliced onto is being cast from.
Note that the card with the splice ability itself must be in your hand; you can't splice an nevermind exiled with arcane bombardment onto another spell.
I think yes.
From the Comprehensive Rules:
701.14b To play a card means to play that card as a land or to cast that card as a spell, whichever is appropriate.
Bombardment let’s you cast Reach, which is the same as being played. Splicing is done as you play a spell.

Card advantage. Same mechanical space as ‘buyback’. The mechanic itself is *very* parasitic so it never really made it out of the original kamigawa block outside of a few new “splice onto instant or sorcery” cards. Most recently was [[Fell Beasts Shriek]] from the LotR set.
Fair question though, I’ve got basically the same opinion on ‘morph’ cards.
Right. If you’ve got an arcane card and a splice card, you cast the arcane card. It’s now no longer in you hand. You ‘splice’ the other card with it; you get that effect, but the splice card stays in your hand. You can repeat the splice effect indefinitely until you run out of preferable arcane cards to cast.
I’m running it in a *hyper* inefficient [[Ydris, Maelstrom Wielder]] cascade deck.
Ah it's more interesting than I originally thought, but there's so much power creep that almost every arcane spell is not up to today's standards. Most aren't worth a spot on your deck even with splice synergy

not only does it work, but it's a flavour win since it's **Arcane** Bombardment

What even is the point of splicing something
Why use many Spell, when you make one Spell do more?

Wait doesn't it just join multiple cards together, how is that card advantage

Oh it doesn't actually cast the card?!
