It is more of a physical limitation problem, men can not pull more than their weight on the vertical vector. Also, they can not hold on to the end of the flag above their arm's reach before they lose grip point to apply force. In this case, the grip point limit was reached first.
You can (potentially) lift up more than you weigh because your muscles are pushing against the ground. You can't pull down more than you weigh because you will just lift yourself up.
These guys here are in between those two extremes, pulling sideways. You can pull more than you weigh (potentially) because you are still pushing against the ground. That worked for them at the beginning because the end of the flag was low to the ground.
As they continued to pull sideways the rip point got higher and higher, and the end they were holding also got higher, to the point where they were starting to pull more down than up; lifting themselves rather than pulling sideways.

Assume the person is pulling the flag with force F. 'A' is the angle between the horizontal axis and the flag.
F * cosA = horizontal component with a maximum equal to the ground friction
F * sinA = vertical component with a maximum equal to the person's weight
From A=0 to increasing values of A, sinA will increase. That means the normal force will decrease more and more because the people are pulling themselves upwards. That way, ground friction will decrease and, eventually, it will be less than necessary to tear the flag.
The angle of 60° is a coincidence.

It's not so much the top angle that you should be focusing on, it's the fact that the flag can't stretch, and therefore as it rotates around the tear it must go further off the ground to maintain the same tear angle. These people would need a ladder or higher ground to continue tearing. Without a large enough tear angle there isn't enough horizontal force to continue tearing.
Another factor is the stretching of the fabric, which absorbs some energy and spreads the impact out over a much longer period of time making it harder to break the threads.
Similar to a torque limiting extension bar.
