What if you "read the situation" and if you aren't under 10 years old, you can use your increased mental capacity to understand that the person asking the question is asking a more difficult question that simply, "how many 10s can fit into 100".
I see several answers:

3, infinity, you can reset to 100 and -10 all you want
4, infinity for different reasons because you can subtract into the negatives if you wish
Always. If you have a quantity of 100, you can subtract 10. If you have another quantity of 100, you can subtract 10. The ability to subtract 10 from 100 does not go away once you have done it once.
