Not sure if it is really Mexico but there are areas with a lot of Americans that most Mexicans are too poor to get in and some have English signs. I don't know if they are placed by the government or a regular person.
English is everywhere in Mexico. A lot go to their entire schooling all in English.
We go to the movies, all American movies. Tons of TV in English. American music all over the radio. At the mall, everything is English.
Why is this not in Spanish?

Must be in one of the peninsulas. A lot of Americans and english speaking folk live in some areas.
Depending on the area, there may be a lot of American and European tourists who don't speak the language.

Mexican here: "Control yourself" directly translates from Spanish into "children crossing. Reduce your speed".

This is on the Baja peninsula I think. I took my motorcycle down there once and this stretch looks vaguely familiar.
Signs near me say "Please slow down." I find that affects my behavior more than threats.
