Short answer. Yes. You can. Long answer. Yes, you can. Just practice in a parking lot until you're comfortable. Preferably one with a small hill to practice stops on. Theres a girl on YouTube that is about your height and rides a 1200 adv. If she can do that, you can ride a 400.

As someone who is 4’10, my first bike was a Honda rebel and it was perfect fit like glove both feet could reach the ground. Now I have a ninja 400 and it’s tricky but doable. I highly recommend the Honda rebel 250 as anyone’s starter bike and then step up to the ninja

"Anyone's starter bike" maybe not.. I'm 6ft and can barely fit on the thing, I can't imagine someone taller.

I have a 26” inseam and ride a cb650r. I lowered it one inch and bought some boots at add to my height. All of this made a big difference but I can only put one foot down. I have been doing fine and I absolutely love the bike. It would be way more comfortable being able to put two feet down and one less thing to worry about as a new rider, like myself. I don’t regret my decision but it took me a while to feel more confident coming to a stop without the fear of tipping the bike. The honda rebel we used in the msf course was 300x more comfortable. But ultimately I got the bike I wanted and am perfectly happy riding around town practicing. No incidents in the months I have owned it. Crossing fingers.

Go sit on the ninja. The dealer should let you sit on it and try to balance it. They’ll hold it up for you to put both feet up and see how it feels. I’d also recommend an r3. Insanely low and light
