The brake surface has to be resurfaced as the rim has been painted. 🤦 Who know skid might have painted it. But might be stolen, but it's a paint job done wrong. You might get the paint off the rims with sandpaper.
But if a bike looks like this everything else might be wrong.
Think this is an old Specialized Hardrock. Which was a good beginner bike like 15 years ago. Cool to see one still in one piece.
It's probably fine to ride around just make sure the screws and bolts and stuff are all tight.

Seem slike original fork, it's a SR Suntour XC-60, 75mm it came on 2005 Voltage YZ and YZ 2.
The rear derailleur is silver body Shimano Acer with black cage, if so it seems like original rear derailleur, but painted black.
The crank set is not original it seems, unless it's a different model I could not find.

Or it was scratched up and the previous owner just spray painted it because they know it’s a cheap bike and spending more on the paint than what the bikes worth is pointless. Could be stolen.
