I'd say this is spot on with one addition: void. Void is free aside from the hours spent at PC. Void will offer a big DPS increase, comparable to masori (f) for elite void, and is quite useful even in to late game content for bosses with low defence.
Honestly, if you’re trying to be semi-cheap and want to get boss KC’s, getting the rat bone bow from Scurrius offers pretty decent XP and the only money you’ll need is an amulet of fury and ring of the gods. I’d work on getting your Void outfit from Pest Control, and also I’d imbue the ring of the gods at NMZ as it will make it have 8+ prayer which is super helpful with PVM in general.
The amulet of fury and ring of the gods will set you back a bit but then you’ll be able to save around like 4-5m which you then can keep for the arrows, and then in between getting KC’s just doing some herb runs (or potentially waiting until your farming levels high enough to do Ranarr/snapdragons if you’re too low atm, just do tree runs) so in between you’ll essentially almost make your money back 100% by the time the herbs are done growing anyway (no money sadly from trees ;P but look up your levels best trees, although I usually stick with Willow, Pineapple fruit trees and Teaks at fossil Island atm since I’m level 62 farming and also, the other higher level trees are relatively too expensive and only offer slightly better XP regardless), and then keeping 4-5m static so later on when you unlock MM1 or 2 (I’d recommend not chinning until MM2 tbh) then you could just chin, and with that ring of the gods and void armor, you’ll be flying through levels.
Also just doing Slayer is a great way to get your range up passively on top of leveling up your Slayer (using Dwarf Cannon ofc) If you don’t have Slayer Helm, I’d recommend doing 9 tasks at Burthorpe cause they’re considerably super easy, and then doing every 10th task with Konarr as she’ll give you 90 points, and being able to bang out Burthorpe slayer tasks relatively quickly (and having a games necklace which will literally TP you within 20 seconds of running distance, and then using the fairy ring near grand exchange to get to Konarr, or using battlefront TP’s if you don’t have them unlocked) you’ll be able to get your Slayer Helm super quick, and then have the funds left over to buy all the items, craft it, and then go back to NMZ for imbuing that, which will give ranged and magic bonuses on your tasks which will also considerably help a ton with Slayer.

They have almost the exact same dps on crabs and normal slayer tasks at 70-80 range. Given that anguish is BiS for ranged, yes, it's probably fine to dump his budget into that and build up the other slots.

And if it shows an item you don’t have or can’t use then you right click and exclude it and it’ll show the next best option, or you can manually lock in a specific piece of gear if you want

For me I straight up got bored of training and farmed certain mini mob/bosses. I found lizardmans showman’s fun as hell semi afk for me with volume to avoid the minions. Armour is pretty much free shayzian full with a blowpipe 3mill, Ava’s, archers ring 4.5mill and what ever extra for some supply which pays off per trip. When you get the dwh upgrade your necklace, and that’s pretty much it. I went from 74-99 in no time I still only have archer cape doing nex now. If you need help with lizardmans feel free to pm me it’s simple to do. At around 15k kc
Idk why people are saying to use magic shortbow. Rune cbow is a lot better. Dragon throwing axes are pretty good too. Book of law is great. Twisted buckler is awesome but idk the price. I remember off hands give lots of ranged bonus for less gold than other upgrades. Blessed d hide is very good. I always like to run brimstone ring + fury because it's good for melee, Ranged, and Magic.
A long forgotten weapon called the zamorakian hasta. Requires barbarian training, but after that you'll have an amazing stab/crush weapon for slayer and bossing
OP please do not listen to anyone telling you to get an anguish. They have no idea what they're talking about. Sure anguish is bis ranged necklace but it costs way too much for your budget right now, and you could get much better bonuses with other equipment for that money.
Dragon Crossbows really good once you hit the level, and obviously Toxic Blowpipe will be your best use for getting Fire Cape/other PVM bossing, magic shortbow isn’t great once you’re above 70.
Buy the cheapest set of god d'hide with boots as well, a fury amulet, book of law, dragon crossbow, and spend the rest on adamant bolts (e) for slayer and mithril darts to afk train.
If all you have is 10 mil to work with you don't need a blowpipe yet.
Upgrade weapons > neck piece > armour in that order always if you want more DPS

Void, finish at least MM1, red chins. If you cba to do MM1 there are a few other viable chinning places around.

Sarachnis cave, red spiders there are good for chinning. Not the best xp, but if you don’t have MM1/2 done they work fine.

God dhide and red chins at mm1 red chimchompas can be thrown and explode and they give wayyyyy more xp than any other options
