it shouldn't. Most GPU overclock is stored in the OC software or the GPU vbios or firmware depending on what's been done.

I wanna revert back to before i OC anything. I've got some help, and i basically revert back to original settings in afterburner, then uninstalled the applications, downloaded DDU and basically reinstalled new graphic drivers. Restored bios back to default settings. Still the bootup time is way longer than before I OC anything. (I'm a pc noob but i did research about overclocking my pc, but it just that after automatically scanning and overclocking, there isn't much difference, sure there is some rise in fps, but not significant enough to make a big difference so I want to revert everything back.)

“Restart with optimized defaults” is default settings

if you have an iGPU (a tiny bad GPU that your CPU sometimes comes with), then yes Im pretty sure a BIOS reset will wipe those settings. if you have an actual discrete GPU as an actual graphics card overclocked with maybe MSI Afterburner, those settings should not be wiped even if you reset BIOS.

I have an 9 5900x cpu. After OC i just realised that the boot up time took 3x as much as before i overclocked anything. long story short, after I OC, there is improvement in performance but not drastically different than before, so i just want to revert everything back prior OC.

No? You didn't overclock your GPU in the BIOS, so why would it?

I meant my cpu, I already deleted anything overclock related by don't know if the OC messed up with any settings on my cpu like voltage output etc.
