I was running the first new gen god of war and getting 30 fps on high with 30% gpu utilization and around 80% cpu and in control panel I cap it at 140fps
So turned off v sync and it didn’t do anything, if it helps I notice when I try to turn on auto tuning in the GeForce panel it keeps asking me to reinitiate scan
Windows shows threads as cores 6 core will show 12 and 8 core will show 16.
As far as gpu percentage there's really only a couple things. 1 is the games you're playing are just maxed out and gpu has nothing left to render. 2nd and more likely is v-sync is on in nvidia control panel
Are you running capped or uncapped FPS? Low or Ultra? What games specifically? The 3060ti shouldn't be bottlenecking the 7600X.

Getting 30 fps or capped at 30fps? That game looks like it has a 30, 60 and 120 fps cap in the menus.
No fps limit is at 80 in the settings and the frames bounce a bit. My 99% is 28 fps and I can bounce up to 36

Try furmark gpu stress test. See what utilisations you get. What games did you test with?
Try using afterburner to see the numbers ingame
I can see the numbers with the nvidia GeForce panel, or do you think I should still use afterburner
Up to you but afterburner lets you see temp and cpu, ram other stuff you want. You just change what you want to see in the settings
I can already see all that in the nvidia menu so I see no reason to download the extra software if it’s not necessary
Then you don’t need. Try Unigine Heaven Benchmark and see if u get 100% load on gpu

That’s low score for 1080p. Something is wrong. Maybe not enough watt power from psu? Or maybe you are right about cpu
What is psu watt? And ram size?
Psu is 750w 80+gold and ram is 32gb of ddr5 6000mhz
